The word “Shonen” is described as young boy or youth, but was mainly read by a slightly older audience that consisted of the male high school or college students . Inside would have been multiple manga series(comics and graphic novels).
The Weekly Shōnen Magazine started publication in March 1959, and this series would have been about 4 years after the first publication. The cover consists of a warship and a red sky with a solid red background. This can be read as war propaganda or the remnants of war within Japan and the pressure it gives the people. That pressure can be seen with the battle ships cannons breaking through that solid red border of the cover.
