It is the cover art for FOR YOU of 山下達郎 (Yamashita Tatsuro), Japanese legendary singer.

鈴木英人 (Suzuki Eizin) is a Japanese designer, illustrator, and art director. Around the 1970s, he started working on advertisement and design, then started as illustrator. Most of his works come from his own inspiration or image for the east coast of the states.
