The art is digital possibly made with in game assets or the assets were made by Axis Animation who made the prerendered higher quality cutscenes. In order for a video game to work it needs to render a frame before a frame is shown on screen. Generally higher frame-rates are better, but the higher the framerate is the less time they have to render the frame.
Sometimes video games use prerendered scenes that aren't playable to set the mood of a game or for advertising.
All animated movies are prerendered.
Some frames in animated movies such as Cars 2 took up to 15 minutes to render while most video games operate between 24-60 Frames Per Second.
